The Commission for Air Quality Management (CAQM) is considering a major policy shift that could reshape the automobile market in Delhi-NCR. The panel may introduce mandatory annual electric vehicle (EV) sales targets for automakers operating in the region, with the goal of gradually transitioning to 100 percent EV sales over a defined period.
The proposal was discussed during a recent meeting between the 15-member expert committee—formed in December 2025—and representatives of two- and four-wheeler manufacturers. The committee is tasked with drafting a comprehensive strategy to curb vehicular emissions, a major contributor to air pollution in Delhi-NCR.
According to sources familiar with the discussions, the proposed framework would set progressive yearly EV sales thresholds for automobile companies. These targets would increase incrementally, giving manufacturers time to align production strategies and dealership networks with the region’s clean mobility goals.
Committee members reportedly clarified that the transition would be phased and calibrated rather than abrupt, ensuring industry stakeholders have adequate time to adapt. However, the broader direction of policy—full electrification of new vehicle sales in the region—was conveyed clearly during the discussions.
The proposed targets form part of a wider roadmap aimed at reducing transport-related emissions. The panel is also reviewing existing policies such as Bharat Stage emission norms, fuel-efficiency standards, and current electric mobility schemes to develop a multi-pronged and implementable action plan within a set timeframe.
Industry executives, while acknowledging the need for cleaner mobility, raised concerns about charging infrastructure readiness, electricity grid capacity, battery supply chains, and overall consumer affordability. Some stakeholders also emphasized the importance of aligning regional mandates with central government policies and incentive programs to prevent regulatory overlap and uncertainty.
If implemented, the move could significantly accelerate EV adoption in one of India’s largest automobile markets, positioning Delhi-NCR as a leading region in the country’s transition towards sustainable transportation.
