East Siang Bandh on Sept 30 as Organisations Demand Review of Teacher Transfer Orders

A joint front of student, youth and community organisations has called for a 12-hour bandh in Arunachal Pradesh’s East Siang district on September 30 to protest the ongoing mass transfer and rationalisation of teachers.

The bandh has been announced by the Bogong Banggo Yameng Kebang in collaboration with the East Siang units of the ABKYW and AdiSU, Mebo Area Yameng Kebang, All Bosing Banggo Students’ Union, Legong Banggo Students’ Union, All Bogong Students’ Union and All Mebo Constituency Students’ Union.

The organisations are demanding a review of the teacher transfer and release orders and have sought maintenance of the existing status quo until their concerns are examined by the authorities.

According to the joint front, repeated appeals and representations failed to resolve the issue, leaving the organisations with no option but to call the district-wide bandh. They have raised particular concerns over the availability of teachers and subject-wise manpower in schools across East Siang.

The organisations said they had submitted representations on September 21 and 23 seeking immediate government intervention and requesting that the release of affected teachers be kept in abeyance pending reconsideration of the transfer exercise.

One of their major demands is protection for teachers who have not completed the prescribed three-year minimum tenure. The organisations referred to Clause 4 of the Department of Education’s notice dated May 21, 2026, which, according to their memorandum, provides for exemption for teachers who have not completed the minimum tenure.

The joint front has argued that transferring teachers without assessing the specific requirements of individual schools could affect students, particularly in institutions already facing shortages of subject teachers.

The organisations have also sought consideration of genuine medical, pregnancy-related and other compelling circumstances while reviewing the transfer orders. They have called for adequate posting of qualified subject teachers in schools where vacancies are affecting academic activities.

The staffing situation at IGJ Higher Secondary School and D Ering Higher Secondary School has also been raised as a matter of concern.

The joint front has urged the authorities to reconsider the transfer orders and address the concerns of teachers, students and community organisations before proceeding further with the exercise.
