According to ADR and Elation Watch, they have reached this conclusion based on the assets that have been declared in the election affidavits by the Chief Ministers of all the states and Union Territories of the country at the moment. There are 28 Chief Ministers and two Union Territories – Delhi and Paducherry – also have Chief Ministers. However, the Union Territory of Jammu and Kashmir does not currently have a Chief Minister. Out of 30 Chief Ministers, 29 (97 percent) are millionaires. The average wealth of each chief minister is Rs 33.96 crore, says ADR. According to the ADR report, 13 out of 30 chief ministers (43 percent) have cases of serious crimes like murder, attempt to murder, kidnapping. According to the report, these serious criminal cases are non-bailable.
