Over 15,000 employees under various Centrally Sponsored Schemes (CSS) across Mizoram launched a three-day statewide strike on Tuesday, demanding regularisation of their jobs within the state government framework. The strike, led by the All Mizoram CSS Employees Coordination Committee (AMCECC), includes a complete pen/tool down protest. The employees are pressing for the implementation of the Mizoram Regularisation of CSS Employees Scheme, which was notified on June 18, 2023.
AMCECC President Malsawmtluanga Hauhnar accused the government of stalling the process by setting impractical criteria through a memorandum issued in October 2024. “Hardly any employee qualifies under these stringent norms,” he said. The AMCECC also criticised the government’s move to enforce the outdated CSS (Conduct) Rules, 1964, and implement a “No Work, No Pay” policy a day before the strike, calling it intimidation.
Chief Secretary H. Lalengmawia responded by saying the state is working on a regularisation plan, but only employees recruited through formal channels can be considered. He warned of disciplinary action if the strike extends beyond Thursday.
