Manipur Chief Minister Khemchand Singh on Wednesday appealed to anyone possessing illegally weapons, in both the hills and the valley, to surrender them within 15 days through their respective MLA or Superintendent of Police.
Speaking at a programme titled “Display on the Initiatives towards Bringing Normalcy in Manipur” at the 1st Battalion Manipur Rifles Parade Ground in Imphal, the Chief Minister warned that those who fail to surrender the weapons within the stipulated period will face action under the law.
Khemchand Singh said the State’s progress had been severely affected since the crisis began on May 3, 2023. He said that after the new government assumed office on February 4, 2026, peace outreach initiatives were undertaken across several districts to restore lasting peace. He also said the law-and-order situation had stabilised during President’s Rule.
Recalling his visit to Jiribam, the Chief Minister said he met representatives of the Hmar, Paite, Meitei and Meitei Pangal communities. Sharing a meal together helped bridge the trust deficit, and the communities agreed to work jointly for peace, he said.
The Chief Minister said the government had continued its peace efforts by visiting areas that could not previously be accessed because of the crisis. He said the arms and ammunition displayed at the programme had been recovered by security forces since February 5, 2026, with more than 1,400 weapons recovered so far.
He praised the teams led by DGP Mukesh Singh, along with senior officers of the BSF, Assam Rifles (South) and CRPF, for the recovery of a large cache of arms and ammunition within a short period.
Home Minister Govindas Konthoujam warned of strict action against organisations and individuals involved in extortion, intimidation or harassment of transporters along the National Highways. He said the government was considering booking such extortionists and miscreants under the National Security Act (NSA).
DGP Mukesh Singh said that between February and August 2026, security forces recovered 1,422 firearms, more than 7,000 rounds of ammunition and 1,137 explosives. He added that 491 extremists had been arrested during the period. Anti-narcotics operations have also been strengthened to protect the younger generation, he said.
During the programme, the Department of Information and Public Relations distributed a publication titled “Manipur Marches to Peace” and screened a short video highlighting the government’s initiatives.
Deputy Chief Minister Losii Dikho, Art and Culture Minister Khuraijam Loken Singh, MLAs and senior civil and police officials were among those present.
