The Mizoram government has introduced a strict multi-stage verification process for issuing Red Cards, special permits that allow individuals to possess and consume liquor on medical grounds in the state. The new system, introduced by the Mizoram Excise and Narcotics Department, is aimed at ensuring that access to alcohol is limited to genuine medical cases while maintaining the state’s regulatory framework on liquor consumption. Officials said applications for the Red Card were invited last week, but the department has not received any applications so far.
Under the new procedure, individuals seeking the permit must first obtain a prescription from a registered medical practitioner certifying that alcohol consumption is required as part of a medical treatment plan. The prescription will then be subjected to detailed scrutiny by the concerned district medical superintendent before any final approval is granted.According to officials, only applicants who successfully pass the verification process will receive the Red Card. The department emphasised that the permit is intended solely for people with legitimate medical needs and should not be used as a means to circumvent existing liquor regulations in the state.The permit will be valid for one year and will carry an annual fee of Rs 5,000. Cardholders will be allowed to purchase liquor only in quantities specifically recommended by their doctors, ensuring that access remains controlled and linked to medical requirements.
Officials said the Red Card provision forms part of the government’s regulated approach to liquor control, balancing public health concerns with the needs of individuals whose medical conditions may require limited alcohol consumption. Meanwhile, the Excise and Narcotics Department has opened a liquor outlet at its office in Aizawl for Red Card holders. The outlet will sell liquor that has been seized by enforcement agencies and subsequently cleared for disposal by courts.
