Meghalaya Assemby Speaker, Metbah Lyngdoh on Thursday refused to impose fine on Opposition Congress legislator from Rangsakona, Zenith Sangma for allegedly moving a “groundless” privilege motion against Chief Minister Conrad K Sangma.    Zenith had tabled a motion of breach of privilege against the Leader of the House  on March 15, for allegedly misleading the House on the power purchase agreement signed  with the National Thermall Power Corporation Ltd (NTPC) in 2007.     “After careful examination, I have decided that the matter should not proceed further and  it is now closed.
