Mizoram government approves revised ILP norms, starts intensive electoral roll update campaign

The Mizoram government has approved a revised framework for the Inner Line Permit (ILP) system aimed at strengthening regulation and monitoring of non-residents entering the state, while simultaneously launching a Special Intensive Revision (SIR) of electoral rolls ahead of upcoming elections.

The decision to introduce new ILP norms was taken during a meeting of the Council of Ministers chaired by Chief Minister Lalduhoma in Aizawl. The revised ILP framework is expected to streamline procedures related to permit issuance, monitoring and enforcement under the Bengal Eastern Frontier Regulation, 1873. The ILP remains a mandatory travel document for non-tribal Indian citizens entering Mizoram.

According to officials, the move comes amid growing concerns over the increasing influx of people from neighbouring states following the expansion of railway connectivity up to Sairang near Aizawl. Several civil society organisations in Mizoram had earlier urged the government to tighten the ILP system to prevent illegal influx and protect indigenous communities.

During the same cabinet meeting, the government also approved the proposed Mizoram Startup Policy, 2026 and the draft Mizoram Regulation of Fireworks Bill, 2026.

Meanwhile, the Election Commission has begun the Special Intensive Revision of electoral rolls in Mizoram. Chief Electoral Officer Dr. Lalrozama, while inaugurating a training programme in Aizawl, stressed the need for officials to maintain neutrality, caution and transparency during the revision process.

Dr. Lalrozama instructed Booth Level Officers, Electoral Registration Officers and other election officials to ensure that all eligible citizens are able to exercise their voting rights without facing errors or irregularities in the voter list. He also highlighted the importance of cooperation from political parties in maintaining free, fair and credible elections in the state.
